With Goodell at table, NFL ref talks heat up

With Commissioner Roger Goodell at the table, the NFL and referees' union pressed toward a settlement Wednesday to end a three-month lockout that triggered a wave of frustration and anger over replacement officials and threatened to disrupt the rest of the season.

Two days after a controversial call cost the Green Bay Packers a win, both sides were said to be nearing a deal and several reports put regular officials back at work perhaps as early as Sunday.

ESPN reported that "an agreement in principle is at hand." The New York Times said the sides "were closing in" on a new agreement.

The NFL declined to confirm that a tentative contract was imminent.

The union wanted improved salaries, retirement benefits and other logistical issues for the mostly part-time referees. The NFL has proposed a pension freeze and a higher 401(k) match.

"Until somebody tells me differently, it's not really changed," Arizona coach Ken Whisenhunt said.

Talks resumed Wednesday morning and continued at league headquarters in New York past 11 p.m., EDT. The sides also held a marathon session Tuesday with Goodell present. He also attended four meetings last week.

"We want to go back to work but it has to be the right deal for 121 guys," NFL field judge Boris Cheek said. "We have to be patient and let this work itself out."

Some coaches, including Miami's Joe Philbin and Cincinnati's Marvin Lewis, instructed players not to speak publicly on the issue, especially after a barrage of comments that accompanied Monday night's Green Bay-Seattle game, which the Packers lost 14-12 on a missed call.

Fines against two coaches for incidents involving the replacements were handed out Wednesday.

New England Patriots coach Bill Belichick was docked $50,000 for trying to grab an official's arm Sunday to ask for an explanation of a call after his team lost at Baltimore Sunday. And Washington assistant Kyle Shanahan was tagged for $25,000 for what the league called "abuse of officials" in the Redskins' loss to Cincinnati on Sunday. Two other coaches, Denver's John Fox and assistant Jack Del Rio, were fined Monday for incidents involving the replacements.

"I accept the discipline and I apologize for the incident," Belichick said.

But many players indicated the replacement-ref issues were too significant to ignore.

"Would you let a Toyota dealership work on your brand new Rolls-Royce? That doesn't work right, does it," Dallas safety Gerald Sensabaugh said. "Our brand is so big, it's so important to a lot of people. There's no way you can have guys that don't have experience at that level."

The replacement officials previously worked mostly in lower-division college ranks, such as Division III, and in minor professional organizations like the Arena League.

"I hate to say it," Carolina's Steve Smith said, "but if you are going to have these refs in a Super Bowl it's going to cost somebody a game.

"I'll probably get in trouble for this, but you have to have competent people," he said. "And if you're incompetent, get them out of there."

Rams quarterback Sam Bradford didn't mince words about the regular refs ? "We need them back."

"I hope it happens soon," he said. "I just don't think it's fair to the fans, I don't think it's fair to us as players to go out there and have to deal with that week in and week out. I really hope that they're as close as they say they are."

Despite several field fiascos ? like Dallas' Kevin Ogletree getting tripped in the end zone by an official's thrown cap ? not everyone is necessarily pointing fingers at the replacements.

"Maybe we shouldn't be blaming the refs, but blaming the league, the owners, I don't know who it is," Pittsburgh quarterback Ben Roethlisberger said. "Maybe it's not just the officials. We're putting them in tough situations and it can't be easy."

Even Cheek, the NFL field judge, said the replacement refs are in a difficult position ? though he noted the end-of-game call in Seattle, at least in his in eyes, should have been easy to get right.

"It's like expecting a high schooler to keep pace with Ray Lewis," Vikings punter Chris Kluwe said. "It's not fair to expect them to do that. I think you saw that through no real fault or lack of effort, they were just put in a position where they couldn't really succeed."

Even if a deal is at hand, it was still uncertain how it would affect the weekend's games. Week 4 opens Thursday night with the Cleveland Browns at the Ravens.

Titans coach Mike Munchak said he thought it might take a while before things return to normal, even with the regular refs.

"It's going to be hard for officials to come back since not doing a game since last December, a lot of them, and all of a sudden they're doing a game. I think it's going to be a tough transition either way. You want things to get settled. You want the best people to be out there, the guys who've been doing it a lot of years."

Bills coach Chan Gailey had a simple solution for all the recent angst.

"The biggest thing, if you get a big enough lead, it won't come down to a call," he said. "Go get big leads and it won't be an issue."

Predicting erectile dysfunction from prostate cancer treatment

Researchers have identified 12 DNA sequences that may help doctors determine which men will suffer from erectile dysfunction (ED) following radiation therapy for prostate cancer. Identifying these patients in advance of treatment may better inform men and their families as to which prostate cancer treatments are best for their specific cancer and lifestyle, according to a study to be published online September 27, 2012, in advance of the October 1, 2012 print issue, in the International Journal of Radiation Oncology.Biology.Physics (Red Journal), the official scientific journal of the American Society for Radiation Oncology (ASTRO). The findings could also guide doctors in recommending the most effective treatments that carry the least risk of patients developing ED.

The main treatments for prostate cancer?surgery, brachytherapy (seed implants) and external beam radiation therapy?are all very effective at curing prostate cancer. Unfortunately, each treatment places patients at risk for ED. Although many men will maintain their potency, doctors would like to identify which men are at greatest risk for the development of difficulty with sexual function.

In this multi-institutional, multi-national study, researchers from New York's Mount Sinai School of Medicine, Albert Einstein College of Medicine of Yeshiva University in Bronx, N.Y., New York University School of Medicine, Florida Radiation Oncology Group in Jacksonville, Fla., and Maastricht University Medical Center in Maastricht, the Netherlands, examined 593 men who were treated with brachytherapy and/or external beam radiation therapy and hormone therapy. Of them, 260 reported erectile dysfunction.

"Through a two-stage genome-wide association study, 12 single nucleotide polymorphisms (SNPs) were identified that were associated with the development of erectile dysfunction after radiation treatment for prostate cancer," said Barry S. Rosenstein, PhD, department of radiation oncology at New York's Mount Sinai Medical School. "If validated further, these SNPs could provide the basis for a blood test that would enable radiation oncologists to predict more accurately which men are most likely to develop erectile dysfunction after prostate cancer radiation therapy."

"Prostate cancer screening and treatment are undergoing major shifts," said Harry Ostrer, MD, professor of pathology and genetics at Albert Einstein College of Medicine, director of genetic and genomic testing at Montefiore Medical Center and co-principal investigator of the study. "This is part of our ongoing effort to personalize and optimize treatment for prostate cancer."

Apple Had A Year Left On Its Google Maps Contract - Business Insider

Here's a new wrinkle in Apple's maps controversy.

Chris Ziegler at The Verge reports Apple had a year left on its contract with Google's maps when it decided to go with its own mapping solution.

Why is this significant? Because a lot of people have been complaining that Apple's maps were released too soon. Apple could have stuck with its Google-based maps for another year while ironing out the kinks in its own mapping solution.

Apple decided to drop Google maps a year ahead of schedule because it felt like it was falling behind Android which had turn-by-turn directions as a standard feature.

Keeping it Honest | Savage Minds

At a regional Asian Studies conference recently there was a roundtable event held to highlight a documentary film on L. Keith Brown, professor of anthropology emeritus at the University of Pittsburgh. The film, produced and directed by David Plath, is ?Can?t Go Native???Keith was there on hand to answer questions about his long engagement with the people of Mizusawa, Japan. A few years ago Mizusawa folks held a 50th anniversary to honor his years of anthropological fieldwork there. Whoa. Huh? 50 years going to one fieldsite? One of Keith?s comments was that doing fieldwork in the same place over such a long period of time ?keeps you honest.? You can?t, he said, blow into town for a one-shot roughshod survey like those University of Tokyo researchers often do. One question from the audience was ?How many other anthropologists have been celebrated like this by the community where they do research??

Great question. I can?t answer it.

Not many people come to mind, but then I wasn?t trained as a cultural anthropologist. I did, however, immediately offer William Bright as a similar case. Bill began to study the Karuk language of northern California in 1949 for a BA in linguistics at Berkeley. He was 21 and scared and lonely. His nickname was Uhyanapatanvaanich, ?little word-asker.? His New York Times obit is worth reading, it makes it clear that there is a reason some of us studied linguistics in anthropology departments (thus ?linguistic anthropology?) and not in linguistics departments under the oppressive weight of Chomskyian generative grammar. Quoting from the article, for Bill ?language was inseparable from its cultural context, which might include songs, poetry, stories and everyday conversation. And so, lugging unwieldy recording devices, he continued to make forays into traditional communities around the world, sitting down with native speakers and eliciting words, phrases and sentences.?

Just before Bill died in 2006, the Karuk people honored his decades of work to document and preserve the Karuk language by making him an honorary member of the tribe. Bill told me that some younger Karuk asked if this would open the floodgates to other White People who would seek membership. But the Karuk Elders said if they spend over 50 years studying our language and culture like Bill did, then, sure, they can join us.

I was curious about whether or not there are other anthropologists in other subfields who have been honored in these ways?? In addition, do new anthropology PhD students think about this? What if you knew you would be returning to your field site over a lifetime, would you write anything differently? With a shift to multi-sited ethnography (as in my own work),? is this type of honoring? of anthropologists a thing of the past?

Laura Miller is professor of Japanese studies and anthropology at the University of Missouri-St. Louis.

PORTSMOUTH ? When you're blind, a host of daily living aids and services are at hand.

Smartphone apps can scan and read text and store libraries of audiobooks, while organizations such as the New Hampshire Association for the Blind can arrange low-vision exams, volunteer drivers and home visits.

Having fun, however, is a harder need to fill.

"Technology and talking books are great, but recreation plays a crucial role in living a full life," said Stephanie Hurd, NHAB's volunteer coordinator and member of its Seacoast Advisory Committee. "Access to sports and outdoor activities is evolving from 'extra' to 'essential.'"

Last month, Hurd introduced 11 NHAB clients to surfing at an AmpSurf clinic in York, Maine.

This coming Saturday, NHAB will host its first recreation clinic on beep kickball ? a sport growing in popularity among the blind and visually impaired. The event will take place from 9 a.m. to noon Sept. 29 at Granite State Memorial Field in Portsmouth. The first 90-minute session will introduce beep kickball to kids; the second will give adults an opportunity to try the game.

Beep kickball is modeled on beep baseball. The game uses two bases ? 4-inch high padded cylinders that buzz ? placed along the first and third baselines in foul territory to prevent collisions.

On kicks, a base operator randomly activates one of the bases. The kicker runs toward it and scores if they reach it before the ball is fielded. The defense makes put-outs by fielding the ball, usually on grounders, and holding it up before the runner reaches base. So each at-bat is either a run or an out. Each team has six players; games last six innings. All players, regardless of vision loss, wear blindfolds.

Running the demonstration will be Debbie Gross, director of Inter-Actions, a summer camp for blind children and youth ages 8 to 15 in Georges Mills. Gross introduced beep kickball to her campers this past summer.

"It was a huge hit," she said. "The kids loved it and we played it a lot."

Supplying the kickball was Judy Byrd of Atlanta, Ga. Her husband makes the 10-inch foam balls that house a beeping mechanism. Together the couple has launched the Beep Kickball Association.

"My goal is to give every person who is visually impaired an opportunity to experience being on a team and playing a sport," said Byrd, who will launch a high-school coed league this fall. "That's why I introduced beep kickball, an easy sport to master and play."

According to Byrd, Inter-Actions was one of 25 camps to introduce the game in 2012.

Shelley Proulx, NHAB's vice president for development, said Saturday's beep kickball event reflects how the association continues to evolve to meet the needs of its clients.

"Today, blind people seek out activity and even adventure; they expect inclusion," Proulx said. "By providing access to recreation, NHAB hopes to raise awareness of vision loss ? especially how one can live a full life despite it ? and help blind people forge stronger community connections."

The association, which was founded in 1912, serves 40,000 blind and visually impaired people throughout New Hampshire.

(AP) ? President Barack Obama told world leaders Tuesday that attacks on U.S. citizens in Libya "were attacks on America," and he called on them to join in confronting the root causes of the rage across the Muslim world.

"I do believe that it is the obligation of all leaders, in all countries, to speak out forcefully against violence and extremism," Obama said in a speech to the annual gathering of the United Nations General Assembly.

Obama also condemned the anti-Muslim video that helped spark the recent attacks, calling it "cruel and disgusting." But he strongly defended the U.S. Constitution's protection of the freedom of expression, "even views that we profoundly disagree with."

With U.S. campaign politics shadowing every word, Obama also warned that time to peacefully curb the Iranian nuclear crisis is running out.

He said there is "still time and space" to resolve the issue through diplomacy. But that time is not unlimited."

"Make no mistake: A nuclear-armed Iran is not a challenge that can be contained. It would threaten the elimination of Israel, the security of Gulf nations and the unraveling of the nuclear non-proliferation treaty," he said.

The foreign minister of Indonesia, the nation with world's largest Muslim population, said Obama's speech was a "clarion call" for all nations to shun intolerance and he expected Muslim nations to react positively. .

"There will be a lot of sympathy. It is an issue that galvanizes all of us," Foreign Minister Marty Natalegawa told The Associated Press. But he added that freedom of expression should be exercised with consideration to morality and public order.

Republican presidential nominee Mitt Romney has accused Obama of not being tough enough on Iran and of turning his back on Israel and other allies in the Middle East. Romney also has said he doesn't have much faith in peace prospects between Israelis and Palestinians.

Obama told the U.N.: "Among Israelis and Palestinians, the future must not belong to those who turn their backs on the prospect of peace."

Romney in separate remarks to a global conference sponsored by former President Bill Clinton, said the attack at the U.S. Consulate in Benghazi, Libya, that took the life of the U.S. ambassador and three other U.S. citizens was an act of terrorism.

Obama mentioned the slain U.S. ambassador, Christopher Stevens, several times in his address.

"Today, we must declare that our future will be determined by people like Chris Stevens and not by his killers. Today, we must declare that this violence and intolerance has no place among our United nations," he said.

Unlike Romney, Obama has not specifically called the attacks in Libya and other U.S. missions terrorism.

Obama said that "at a time when anyone with a cellphone can spread offensive views around the world with the click of a button," the notion that governments can control the flow of information is obsolete.

"There is no speech that justifies mindless violence," such as the attack that left the four Americans dead in Libya, Obama said.

"The strongest weapon against hateful speech is not repression, it is more speech ? the voices of tolerance that rally against bigotry and blasphemy and lift up the values of understanding and mutual respect."

Obama said that the United States "will be relentless in tracking down the killers and bringing them to justice." And he said he appreciated "that in recent days, the leaders of other countries in the region ? including Egypt, Tunisia and Yemen ? have taken steps to secure our diplomatic facilities and called for calm. So have religious authorities around the globe."

The president said there was no way the United States would have just banned the offensive video that helped trigger the attacks, as some leaders in the Muslim world have advocated.

"Like me, the majority of Americans are Christian, and yet we do not ban blasphemy against our most sacred beliefs," Obama said.

"Moreover, as president of our country and commander in chief of our military, I accept that people are going to call me awful things every day, and I will always defend their right to do so," he said, drawing laughter from his audience.

Running through Obama's speech was an overall theme that leaders of the Muslim world should also stand up for freer speech and oppose those who vent their anger with violence.

"There are no words that excuse the killing of innocents. There is no video that justifies an attack on an embassy. There is no slander that provides an excuse for people to burn a restaurant in Lebanon or destroy a school in Tunis or cause death and destruction in Pakistan," Obama said.

"More broadly, the events of the last two weeks speak to the need for all of us to address honestly the tensions between the West and an Arab world moving to democracy," he said.

But, he added, "Just as we cannot solve every problem in the world, the United States has not, and will not, seek to dictate the outcome of democratic transitions abroad, and we do not expect other nations to agree with us on every issue."

"Nor do we assume that the violence of the past weeks, or the hateful speech by some individuals, represents the views of the overwhelming majority of Muslims ? any more than the views of the people who produced this video represent those of Americans."

Turning to the rising violence in Syria, Obama told the U.N. delegates, "The future must not belong to a dictator who massacres his people. If there is a cause that cries out for protest in the world today, it is a regime that tortures children and shoots rockets at apartment buildings. We must remain engaged to assure that what began with citizens demanding their rights does not end in a cycle of sectarian violence."

"Together, we must stand with those Syrians who believe in a different vision ? a Syria that is united and inclusive, where children don't need to fear their own government and all Syrians have a say in how they are governed? Sunnis and Alawites, Kurds and Christians."

Obama also noted some hopeful developments in the world in the nearly four years he's been in office.

"The war in Iraq is over, and our troops have come home. We have begun a transition in Afghanistan, and America and our allies will end our war on schedule in 2014," he said. "Al-Qaida has been weakened, and Osama bin Laden is no more. Nations have come together to lock down nuclear materials, and America and Russia are reducing our arsenals."

Summing up, Obama said, "true democracy ? real freedom ? is hard work."

Declaring it is time to leave "the call of violence and the politics of division behind," Obama said: "We cannot afford to get it wrong. We must seize this moment. And America stands ready to work with all who are willing to embrace a better future."

Mercury's Surface Resembles Rare Meteorites

Mercury has a surface unlike any other planet's in the solar system, instead resembling a rare type of meteorite, researchers say.

The finding, based on an analysis of data from NASA's Messenger probe, sheds new light on the formation and history of the mysterious innermost planet, scientists add.

Mercury, the smallest planet in the solar system, is also one of the least understood, having received much less attention from scientific missions than Mars, Jupiter and Saturn. NASA set out to change that when it launched the Messenger probe a little more than eight years ago. Messenger became the first spacecraft to orbit Mercury.

Past research based on Messenger data suggested a vast part of Mercury is covered with hardened lava, enough to bury the state of Texas under 4 miles (6.4 kilometers) of once-molten rock, scientists said. All in all, these mammoth floods of lava cover 6 percent of the planet's surface, an area equal to nearly 60 percent of the continental United States. They created Mercury's smooth northern plains between 3.5 billion to 4 billion years ago. [Latest Photos of Mercury by Messenger Probe]

Lava plains are common in the solar system. For instance, young Mars spewed lava all across its surface, and it still has the largest volcano in the solar system: Olympus Mons is about 370 miles (600 km) in diameter, wide enough to cover the entire state of New Mexico, and 16 miles (25 km) high, three times taller than Mount Everest.

Now, 205 measurements of Mercury's surface composition, made by the X-ray spectrometer onboard Messenger, reveal how much Mercury's surface differs from those of other planets in the solar system.

"Being the closest planet to the sun does mean its formation history would be different and more extreme than the other terrestrial planets, with hotter temperatures and exposure to a stronger gravitational field," says lead study author Shoshana Weider, a planetary geologist at the Carnegie Institution of Washington.

The surface is dominated by minerals high in magnesium and enriched in sulfur, making it similar to partially melted versions of an enstatite chondrite, a rare type of meteorite that formed at high temperatures in low-oxygen conditions in the inner solar system.

"The similarity between the constituents of these meteorites and Mercury's surface leads us to believe that either Mercury formed via the accretion of materials somewhat like the enstatite chondrites, or that both enstatite chondrites and the Mercury precursors were built from common ancestors," Weider said.

The researchers also looked at the areas around the northern volcanic plains. These surrounding locales are more pockmarked by craters, suggesting they are older, with more time spent getting scarred by meteor impacts.

The older terrain possesses higher ratios of magnesium to silicon, sulfur to silicon and calcium to silicon than the northern plains do, but it also has lower ratios of aluminum to silicon. These differences suggest the smooth plains came from magma sources that were chemically different from the source of the material seen in the older regions.

"The chemical differences between the northern plains and the surrounding areas, combined with the fact that the northern plains are younger by about 500 million years, tells us that the volcanic activity which produced the northern plains involved melting of different sections of Mercury's mantle, at cooler temperatures and at a later stage in the planet's history than the activity that would have produced the older surrounding terrains," Weider said.

The scientists will detail their findings in an upcoming issue of the Journal of Geophysical Research-Planets.

Giant Panda Cub Dies At Washington National Zoo

Giant Panda Cub Dies At Washington National Zoo

WASHINGTON, D.C. (REUTERS)?

The giant panda cub born at the National Zoo just one week ago died on Sunday, zoo officials said.

?While the exact cause of the baby panda's death is yet to be determined, zoo officials said the cub, which weighed just under 100 grams (about 3.5 ounces), was in good body condition and that there were no outward signs of trauma or infection.

?The cub's death was discovered Sunday morning after panda keepers and zoo volunteers heard a distress vocalization from its mother, Mei Xiang.

?The panda cam that allowed the public to watch the baby and its mother over the Internet was turned off and zoo staff retrieved the body for evaluation.

?The unnamed cub was born on September 16 after five years of failed efforts at conception. Fourteen-year-old Mei Xiang was described as a good mother. At the time of the birth, zoo officials had said the first month of life was crucial in the life of a panda cub.

?This was Mei Xiang's second cub. She gave birth to her first cub, Tai Shan, July 9, 2005. Tai Shan is now at the China Conservation and Research Center for the Giant Panda in Wolong.

Floods, slides displace 1 million in India; 33 dead

Floods and landslides caused by relentless rain in northeast India have killed at least 33 people and displaced more than a million over the past week, officials said on Monday.

At least 21 people were killed in landslides and another eight were missing in the mountainous state of Sikkim, said state government spokesman A.S. Tobgay.

In Assam, still recovering from deadly floods that hit the tea-growing state in July, eight people were killed and 20 were missing, police said.

Floods displaced nearly one million in that state alone, and many were now sheltering in camps or beside roads, which tend to be built above the land they pass through, a senior official in Assam's disaster management authority said.

Four people were buried and killed in mudslides in the state of Arunachal Pradesh, police said.

The military and federal disaster response teams have launched operations to move people to higher ground by helicopter or in rubber boats. Nearly 100 shelters have been opened to accommodate the displaced.

In July, at least 110 people were killed and more than 400,000 people were left homeless in Assam during floods which Prime Minister Manmohan Singh said were among the worst in recent times.

Over the past 60 years, successive governments have built levees along most of the Brahmaputra, which is Assam's main river and is fed by Himalayan snow melt and some of the world's heaviest rainfall.

But experts say the embankments are not only poorly maintained but are a discredited form of flood management.

Floods have inundated three national parks in Assam including Kaziranga National Park, where two-thirds of the world's Great One-horned Rhinoceroses live. Some animals have been forced out of the park to nearby hills.

Bomb threats give university campuses scare

?

Since last Friday, a string of false bomb threats have been made to four universities in the United States ? the University of Texas at Austin, North Dakota State University, Hiram College and Louisiana State University ? all resulting in temporary campus evacuations.

At UT, a bomb threat was called in at 8:35 a.m. on Sept. 14 by a man claiming to be a member of al-Qaida, according to UT President?s Office spokesperson Gary Susswein. Susswein said the campus of 50,000 students and 20,000 faculty was notified to evacuate at 9:50 a.m., 10 minutes before the caller had said bombs would go off. An all-clear was issued before noon.

An evacuation order sent via text to all students read, ?Evacuation due to threats on campus. Immediately evacuate all buildings. Get as far away from the buildings as possible. Further information to come.?

UT junior Katie Martin said she was concerned about the administration?s decision to wait so long before issuing an evacuation and also of the vagueness about the cause of the evacuation.

?Although the threat was not carried out, the campus should have been informed sooner as to what the situation was and just how serious it was,? Martin said. ?The texts were urgent, but not very descriptive, and because of this, I think a lot of people were unsure of how crucial the evacuation actually was.?

Victoria Cheng, a junior who was off campus the day of the bomb threat, also said she was concerned about the vague nature of the emergency text.

?It was weird that they weren?t being specific about what the threat was,? Cheng said. ?I found out that it was a bomb threat on the news later.?

Susswein said the university administration is evaluating its response to the incident in order to better its evacuation plan.

?Whenever we have an incident of this level, we evaluate what was done right and what can be improved,? Susswein said. ?Student safety is our number one priority.?

Despite their concerns, both Cheng and Martin said they trust the decisions made by the UT administration.

?I still feel safe here at UT,? Martin said. ?Some might be frustrated, but I think the university?s actions always had the students? best interests in mind.?

A similar situation occurred at LSU on Sept. 17. The university received a call saying there was a bomb on campus, according to the Times-Picayune. An evacuation order was issued at 11:32 a.m. via text, email and website update.

Unlike the situation at UT, LSU explicitly mentioned the bomb threat in its emergency message, which read, ?A bomb threat has been reported on the LSU campus. Please evacuate as calmly and quickly as possible.?

LSU junior Moriah Purdy said there was a lot of confusion and frustration, but not necessarily fear or panic, as an estimated 30,000 students all tried to leave the campus at once. Buses were packed, and traffic quickly came to a standstill.

?People initially thought it was a joke, [so] they weren?t going to leave until everyone around them started leaving,? Purdy said. ?No one seemed scared, but we all called [our] parents to update them on the situation.?

Investigations by law enforcement led to the arrest of a suspect, William Bouvay Jr., late Tuesday night. Bouvay, a Baton Rouge resident, does not have any connection to LSU, nor do authorities believe he was responsible for the other three bomb threats, according to the Times-Picayune.

At Rice University, the Crisis Management Team would be responsible for handling an incident such as a bomb threat, according to Rice University Police Department Chief Johnny Whitehead. The team, which is chaired by Vice President of Administrative Affairs Kevin Kirby, includes members from RUPD and the Environmental Health and Safety Department, plus representatives from facilities around campus.

In response to the recent string of bomb threats, Whitehead said the Crisis Management Team will be distributing a comprehensive checklist to the campus community detailing what to do in the case of receiving a bomb threat call.

The Crisis Management Team?s checklist will be based off of the Bomb Threat Call Procedure published on the Department of Homeland Security?s website. The procedure includes a list of questions for the person receiving the call to ask the caller, as well as a checklist of details to pay attention to, such as background noises and the caller?s voice.

Exact evacuation plans depend on the type of incident. For example, the Crisis Management Team would decide whether it was necessary to evacuate all or only part of the campus, according to Whitehead.
