That impulsive, moody preschooler may grow up to be a problem gambler

ScienceDaily (Apr. 23, 2012) ? Give me the child at 3 and I will give you the adult compulsive gambler. That is the striking finding of a new study in Psychological Science, a journal published by the Association for Psychological Science.

Based on tests of over 900 individuals beginning in toddlerhood, the study found that "people who were rated at age three as being more restless, inattentive, oppositional, and moody than other three-year old children were twice as likely to grow up to have problems with gambling as adults three decades later," says psychologist Wendy S. Slutske of University of Missouri, who conducted the study with Terrie E. Moffitt and Avshalom Caspi, both of Duke University and University College/London; and Richie Poulton of University of Otago, in Dunedin, New Zealand.

As the first study to establish a causal link between a so-called "under-controlled" temperament in early childhood and later compulsive gambling, said Slutske, it answers a crucial question: "How early can we tell a person is at increased risk?"

The study looked at individuals from the Dunedin (New Zealand) Multidisciplinary Health and Development Study, a longitudinal study of one birth cohort. Based on behaviors observed during a 90-minute assessment, 1,037 three-year-olds were categorized as having one of five temperaments: under-controlled, inhibited, confident, reserved, or well adjusted. Those children who were categorized as having an under-controlled temperament were more restless, impulsive, and negative and were less able to regulate their emotions.

At ages 21 and 36, 939 of the study participants answered questions about gambling behavior. At 21, 86 percent of the respondents had gambled, but only 13 percent in a "disordered" way -- defined by such problems as a preoccupation with gambling; a need to wager more and more to get the same enjoyment; getting into financial, personal, or work-related difficulties because of gambling; and difficulty in cutting down or quitting. By 32, only about 4 percent of the participants still gambled at that level.

Among the compulsive gamblers, men were more numerous than women, as were those with low childhood intelligence and socioeconomic status. But under-controlled temperament in toddlerhood remained a significant predictor of disordered gambling in adulthood, even after gender, intelligence, and socioeconomic status were taken into account.

It is important to keep in mind that the number of people who actually end up becoming compulsive gamblers is relatively small. But the findings, said Slutske, are still important given "the ever-increasing number of [gambling] temptations our world presents," such as the opportunities to place bets at home on the Internet at any time of day or night. Some vulnerable individuals may not be well-equipped to handle such temptations.

And the implications of the study may even go beyond gambling. "It fits into a larger story about how self-control in early childhood is related to important life outcomes in adulthood," said Slutske. New programs for boosting self-control -- even Sesame Street's segments on the importance of saving money and waiting until later for goodies -- might not only head off a painful future of compulsive gambling but also increase children's chances of academic success, financial security, and personal happiness when they grow up.

Europe Loses Billions to Tax Evasion | Other News

PARIS, Apr 19, 2012 (IPS) ? Swiss banks are facing prosecution in several European countries, accused of complicity in tax evasion and money laundering schemes, especially with French, German, and wealthy Greek citizens.

In France, the publication last March of a book revealing massive tax evasion by French citizens with the help of a renowned Swiss bank forced local judicial authorities to launch an inquiry into the practices of the financial institution.

On Apr. 16, a spokesperson of the French Public Prosecutor?s office confirmed to IPS that it had launched an investigation against the Paris agency of the Union Bank of Switzerland (UBS), under the charges of money laundering and tax evasion, among others.

The book by journalist Antoine Peillon, entitled ?Ces 600 milliards qui manquent ? la France ? Enqu?te au c?ur de l??vasion fiscale? (?Those 600 billion which France is missing ? Inquiry into the heart of tax evasion?), reveals the methods the bank has allegedly used for years to encourage wealthy French citizens, from business people and high-ranking politicians to sports celebrities and artists, to evade taxes.

According to Peillon, who supports his claims with classified research conducted by the French secret services, interviews with former bank employees, and the bank?s own internal documents, UBS deploys a large clandestine team operating in France, with the sole task of wooing rich French citizens to use their services in attempts at tax evasion.

?Until last January, UBS had 120 clandestine operators in France,? Peillon told IPS. ?Each of them used the so-called handbook of private banking, a veritable manual of tax evasion. Each of these operators keeps a hidden accounting system, colloquially called ?carnet du lait?, French for ?milk book?.?

?All these activities are well known among the different French police units,? he added.

Peillon estimates that French citizens and private enterprises held secret bank accounts at the UBS worth some 600 billion euros. ?Since the year 2000, France has lost some 85 million euros in taxes per year as a result of these accounts.?

The conflict with France is but one of several legal disputes that have brought Swiss banks into confrontation with foreign justice systems.

Last March, Swiss justice authorities issued an international arrest warrant for three high ranking German fiscal officials, under the accusation of ?complicity in economic espionage? and ?violation of bank secrecy.?

On Mar. 20, German prosecution authorities received the official notification, in which Swiss justices demanded the arrest of the three German officials.

According to the German government, however, the three fiscal officials did not commit any crime ? quite the opposite: they were pivotal in prosecuting thousands of German citizens guilty of tax evasion.

To prove their case, the three officials acquired, in 2010, an electronic data storage device containing information of thousands of secret bank accounts held by German citizens in Switzerland, to evade taxes.

With that data, the German finance ministry was able to prosecute and sanction more than 6,000 tax evaders, obtaining an additional tax income worth some 300 million euros.

Reacting to the Swiss arrest warrant, German finance minister Wolfgang Schaeuble said that the three German officials had done ?an excellent job.?

German opposition leader Sigmar Gabriel, president of the Social Democratic Party, even urged the government in Berlin to launch an international arrest warrant against Swiss private bank officials, for complicity with money laundering and tax evasion.

If ?private banks (are) accomplices of tax evasion and money laundering they should be prosecuted by German justice, even if the banks have their headquarters abroad, and the crimes mentioned are also committed abroad,? Gabriel said.

Other European governments have recently complained that Swiss banks have been collaborating with wealthy citizens to evade taxes.

According to a list released by the Greek government last January, more than 4,000 Greek citizens evade taxes worth 14,877 billion euros, representing seven percent of the national economic activity, or 60 percent of the total public deficit of 2011.

The list, which Greek financial minister Evangelos Venizelos dubbed the ?list of shame?, included Greek business leaders, artists, and athletes. It is conventional wisdom that Greek tax evaders are using tax havens in Switzerland, but also in Luxembourg, Liechtenstein, and Monaco.

Similar data is available in Italy, Spain, Portugal, and elsewhere in Europe.

Forced by the sovereign debt crisis to improve their own tax efficiency, European governments and the European Union have created new debates on tax evasion.

In late March, a workshop entitled ?Tax and financial havens ? a threat to the EU?s internal market?, took place in the Belgian capital Brussels.

The event was organised by the European Economic and Social Committee (EESC), an official advisory body to the EU. In his opening speech, the president of the EESC section on internal markets, Bryan Cassidy, plainly singled out Switzerland, Luxembourg and Britain as notorious onshore fiscal havens within Europe.

Cassidy also stressed that ?money laundering and tax havens are closely connected.?

The legal conflicts with Switzerland on tax evasion also highlight the futility of the decades-long international fight against tax evasion, mostly within the framework of the Organisation for Economic Cooperation and Development (OECD) and its associated Financial Action Task Force (FATF).

Peillon told IPS that despite the financial crisis of 2007, ?tax havens in Europe are doing as (well) as ever, even if the so-called black and grey lists of the OECD and the FATF pretend otherwise.?

According to the OECD and the FATF, as of Feb. 2012, only two countries worldwide do not fulfil the ?strategic measures against money laundering and finance for terrorism standards? (AML/CFT) established by both groups: Iran and the Democratic People?s Republic of Korea.

Additionally, the FATF-OECD list 15 other ?jurisdictions with strategic AML/CFT deficiencies that have not made sufficient progress in addressing the deficiencies or have not committed to an action plan developed with the FATF to address the deficiencies.?

These 15 jurisdictions are countries and territories in Latin America, Africa, and Asia, but do not include a single one of the most notorious tax havens in the Caribbean, such as the Cayman Islands, or in OECD states in North America, such the U.S. state of Delaware, or Europe. (END)

The pieces of Rihanna's "Where Have You Been" music video puzzle are coming together, one photo at a time.

In a new black-and-white pic posted Monday on her Facebook page, the singer kneels in a landscape of tree branches and cascading flowers. Next to her is a white fur throw. She's wearing a mesh bikini top and a metallic skirt tied around her waist. The look is accessorized with her hair down and lots of big bangles.

In March, Rihanna was snapped on the set of the video. In a candid picture posted online, the singer is looking down, her hair is done up in a messy way and she's sporting no top, but is wearing lots of clunky bracelets. About the video, she teased, "Video shoot goin MAJAH!"

Weeks later, she dropped the single art for the song. In it, Rihanna covers most of her face with a leopard-print scarf. All fans see of her is her eye, all dolled up with heavy, smoky eye makeup.

"Where Have You Been" will be the third video released from Talk That Talk, following the footsteps of the quirky "You Da One" clip and the cinematic "We Found Love." This is also her second single produced and written by Calvin Harris, who also worked with her on "WFL." The song's production also gets an assist from Dr. Luke and Ester Dean, among others.

While she has yet to announce a release date for the video, she did offer a bit of insight into when it might drop, writing on Facebook, "The countdown to 'Where Have You Been' is on."

Troublesome Karakoram glaciers getting bigger, new study suggests

Despite the global temperature increase and the overall shrinking of the world's glaciers, some glaciers in the Karakoram mountains have actually grown over the past decade, according to a new study.

Practicing good science often means accepting inconvenient data. The results of a new study that depict the recent growth of some Asian glaciers ? despite the warming global climate ? surely fall into this category, especially in the US where, according to a 2011 Harris Poll, public belief in manmade warming dropped from 71 percent in 2007 to 44 percent in 2011.

This research, led by glaciologist Julie Gardelle of the University of Grenoble, has confirmed suspicions about the massive glaciers in the Karakoram Mountains along the border of India, Pakistan and China. The researchers analyzed satellite images of a 2,168 square-mile area, and found that the glaciers are not losing ice, but probably gaining it. The study's results were recently published in Nature Geoscience.

For the past seven years, scientists have noted that the Karakoram glaciers have been spreading. Yet it was not clear whether the glaciers were merely becoming thinner, with the same amount of ice, or less, spread over a larger area, or if they were actually gaining mass.

To determine which, Gardelle and her team used data taken by instruments aboard the Space Shuttle Endeavor and the French SPOT5 satellite, which collected the relevant data in late 1999 and 2008, respectively. The researchers estimated that, over this time period, the glaciers gained mass. On average, the glaciers developed a new patina of ice that, if melted, would amount to just over four inches of water.

Gardelle?s team, as well as many other scientists, say they cannot yet determine why the glaciers grew. The Karakoram region has been a climatological oddity for decades. Between 1961 and 2011, weather stations there have reported increases in winter precipitation and decreases in summer temperatures. A lack of glacial meltwater has constricted the flow of one of the local rivers by 20 percent, over the same time period. Incidentally, the 46,000 ice masses that compose the glaciers of the Tibetan plateau provide water to over 1.4 billion people living in central and southern Asia.

Though scientifically?intriguing, the scientists involved in this study are wary of the political impact of these results; especially in light of the 2007 snafu involving the Intergovernmental Panel on Climate Change?s mistaken assertion that the Himalayan glaciers would be eradicated by 2035, and the damage to the credibility of the IPCC?s otherwise robust body of research. Unfortunately, the political volatility of manmade global warming is such that even the smallest oversight can have a significant impact on the general public's perception.

UFO over South Korea? Why the video is probably fake. (+video)

UFO sighting: Recently uploaded video of a UFO flying over South Korea raises some red flags.

An airplane passenger videoed a mysterious oval white object flying over Seoul, South Korea, April 7. The video has been lighting up the Internet since, and of course many people are offering extraterrestrial explanations.

As is de rigueur these days, the UFO clip was uploaded to YouTube, where it has been viewed millions of times. Some comments say it's clearly an extraterrestrial spacecraft; others insist it's a fake. Still others say it's neither but instead is a real object ? such as a plastic bag in the wind, a parachute seen from above, or a drop of water on the window ? that simply looks strange from that angle.

Aside from the anonymity of the cameraman, the video raises some red flags about its authenticity. For one thing, the video is not complete; it has been purposely edited to leave some information out. We know this because it begins in progress, with the UFO already well in frame, in the lower right-hand corner. The video camera didn't suddenly turn on to capture that scene; there must be at least some video that was recorded the first few seconds of the camera being turned on or the cameraman pointing the camera out the window. This type of selective editing is common among UFO hoax videos.

There's also the fact that the cameraman waits almost seven seconds before he mentions the UFO to his companion. It's clearly present, and it would be hard to keep your reaction to yourself if you were watching while you were videotaping.

Perhaps most strange, even though he clearly spots the UFO, the cameraman makes no effort to follow the object after it zooms up and out of frame; instead he videotapes more or less the same area of sky for the remaining 10 seconds of the clip. While these internal clues suggest something's not right with the video, the question remains: Was it a real object? Some of the most popular explanations don't fit the facts. A plastic bag, for example, would be unlikely to reach that altitude (and would not appear that large), and a parachute could not move as seen in the video.

The best earthly explanation for the UFO is that it's a droplet of water on the outside of the window being pushed up by airflow coming from under the fuselage. This would explain why the UFO is out of focus: because it's close to the lens. It would not, however, explain why the UFO appears to maintain a constant shape. Droplets of water, especially when subjected to high pressure, tend to deform and leave droplet trails as they move across a smooth surface. This one does not.

Then there's the fact that the light and shadow pattern on the blurry white object doesn't change as it moves. It's almost as if the UFO intentionally maintained exactly the same angle toward the camera the whole time ? not impossible, but highly suspicious.

Absent a terrestrial explanation, we turned to Derek Serra, a Hollywood visual effects artist who has analyzed previous UFO videos. Serra said he finds several elements in this South Korean UFO video that "scream fake," including that "the motion blur was done by an amateur," he told Life's Little Mysteries. "When the camera zooms in a bit, and when the UFO flies off screen, you can seen 'ghosting' of the image. Actual motion blur of real, three-dimensional objects creates a smooth gradient, not a stuttered ghosting like we see in this video. It is something we make sure we do right when working on shots for TV and film."

Though all signs point to a hoax, it's possible that alien spacecraft technology is so advanced that the spacecraft have the sneaky ability to appear on our cameras looking exactly like faked video images.

Researchers from the Complutense University of Madrid (UCM, Spain) have mathematically shown that particles charged in a magnetic field can escape into infinity without ever stopping. One of the conditions is that the field is generated by current loops situated on the same plane.

At the moment this is a theoretical mathematical study, but two researchers from UCM have recently proved that, in certain conditions, magnetic fields can send particles to infinity, according to the study published in the journal Quarterly of Applied Mathematics.

"If a particle 'escapes' to infinity it means two things: that it will never stop, and "something else", Antonio Diaz-Cano, one of the authors, explained to SINC. Regarding the first, the particle can never stop, but it can be trapped, doing circles forever around a point, never leaving an enclosed space.

However, the "something else" goes beyond the established limits. "If we imagine a spherical surface with a large radius, the particle will cross the surface going away from it, however big the radius may be" the researcher declares.

Scientists have confirmed through equations that some particles can escape infinity. One condition is that the charges move below the activity of a magnetic field created by current loops on the same plane. Other requirements should also be met: the particle should be on some point on this plane, with its initial speed being parallel to it and far away enough from the loops.

"We are not saying that these are the only conditions to escape infinity, there could be others, but in this case, we have confirmed that the phenomenon occurs", Diaz-Cano states. "We would have liked to have been able to try something more general, but the equations are a lot more complex".

In any case, the researchers recognise that the ideal conditions for this study are "with a magnetic field and nothing else". Reality always has other variables to be considered, such as friction and there is a distant possibility of going towards infinity.

Nonetheless, the movement of particles in magnetic fields is a "very significant" problem in fields such as applied and plasma physics. For example, one of the challenges that the scientists that study nuclear energy face is the confinement of particles to magnetic fields.

Accelerators such as Large Hadron Collider (LHC) of the European Organisation for Nuclear Research (CERN) also used magnetic fields to accelerate particles. In these conditions they do not escape to infinity, but they remain doing circles until they acquire the speed that the experiments need.

An infinite mystery

The existence of infinity has been debated since the times of ancient Greek civilisation. The fact that the idea can lead to logical contradictions developed the "fear of infinity", a doubt that has remained over the course of centuries. At the beginning of the twentieth century, the great German mathematician David Hilbert (1862-1943) said that mathematic literature is "riddled with mistakes and absurdities, largely due to infinity". Some experts believe that it has not advanced much since ancient Greek times because debate remains open about current or real infinity (understood as a whole) and potential infinity (which grows or divides with no end) as Aristotle considered. However, it is also true that mathematicians have learned to handle infinity with certain skill, above all the work of the Russian Georg Cantor (1845-1918), which introduced different types of infinity. For example, a countable infinity, with natural numbers, is not the same as a straight, he continued. In any case, infinity is an elusive concept that has also stimulated research in many areas of mathematics, such as infinitesimal calculus. One of this science's big problems during the twentieth century was the "continuum hypothesis". It essentially means knowing if there is an 'intermediate' infinity between countable and continuous infinites. In addition, as well as mathematical infinity, there is a physical one that, at the same time, can have two meanings, one practical and the other cosmological: Is the universe finite or infinite?

Sprint will activate LTE on the 800MHz band in 2014

Sprint's Steve Elfman has said that the company's intending to activate an LTE service over its 800MHz spectrum by 2014. Big Yellow's already received 3GPP certification to turn Band 26 into super-fast mobile internet, the only remaining regulatory hurdle left to overcome is a thumbs-up from the FCC. The due date isn't set in stone, as it'll depend entirely on how quickly the company can force current iDEN users to migrate to its CDMA Direct Connect service. Meanwhile, LTE service in Atlanta, Baltimore, Houston, Dallas, Kansas City and San Antonio will activate across next year, with the company confident that it'll be able to keep pace with AT&T and Verizon's services by offloading traffic onto Clearwire's TD-LTE Network which should go live by June 2013. We can only guess that after that the announcement was done, Mr. Elfman looked at a picture of Philip Falcone and had to step outside for a little cry.

'Stingray' gadgets help cops track your cellphone

Why would the well-heeled suburb of Gilbert, Ariz., spend a quarter of a million dollars on a futuristic spy gadget that sounds more at home in a prime-time drama than a local police department?

The ACLU caused a stir Monday with its extensive report of cellphone surveillance?by local police departments, which routinely request location information and other data from cellphone providers, often under vague legal circumstances.

But one bit of information provided by Gilbert officials suggests that cops sometimes try to cut out the middle man. Buried in the 380 public records requests sent by the ACLU is a response from Gilbert which indicates that the town purchased a device that allows it to track cellphones on its own for $244,195.


"The Gilbert Police Department obtained a $150,000 grant from the State Homeland Security Program," the agency wrote to the ACLU in response to a public records request. "These funds, along with $94,195 of R.I.C.O monies, were used to purchase cell phone tracking equipment in June 2008 (total acquisition cost of $244, 195)."

Gilbert didn't offer additional details about the device to the ACLU, and Chief of Police Tim Dorn didn't immediately respond to requests for comment.

But several surveillance experts said the device sounds like a gadget that's sometimes called a stingray. ?

The stingray, made by Harris Wireless Products Group of Melbourne, Fla., lets users set up what amounts to a fake cellphone tower and trick all phones nearby into connecting with it. That data can then be used to track the physical location of anyone nearby carrying a powered-on cellphone -- even if the citizen isn?t on a phone call. A stingray can also register other data, such as the phone numbers dialed by all phones while connected to it. The device reportedly cannot record or intercept the content of a phone call, so it does not act like a wiretap.

Still, the stingray is at the heart of a hotly contested criminal case involving an identity thief named Daniel David Rigmaiden, who allegedly stole $4 million through a fake tax return scheme. Federal authorities used a stingray to find?Rigmaiden in California in May 2008, then sent him?to Arizona for trial.

Perhaps Gilbert was impressed with the result -- it says it acquired its device one month later.

In September 2011, a federal court in Arizona heard Rigmaiden's request to receive all details about the government's secretive use of the surveillance technology. Federal prosecutors are resisting disclosure because they say it will jeopardize use of the critical law enforcement technology in other cases.

Rigmaiden's case, as yet undecided, is largely seen as a test of the constitutionality of stingray and related police surveillance technologies. Would use of a stingray constitute a search, and thus require application for a time-consuming search warrant? Or do cellphone users give up their expectation of privacy by turning on a phone and carrying it in their pocket? The issues were discussed extensively in this recent Wall Street Journal story.

Use of a stingray-like device raises even thornier issues than cellphone records requests, said Catherine Crump, the lawyer who headed the ACLU project.

"I think when law enforcement starts purchasing technology that allows them to track cellphones in that manner, it raises a whole host of questions about how that technology is being used that are even more serious when they track people through carriers," Crump said. "At least when a carrier is involved, there's a third party that may raise concerns if the request is of questionable legality. But when a law enforcement agency can do on its own surveillance, that raises even more serious questions about whether there is appropriate oversight."

No other local police department that responded to the ACLU's public records requests mentioned purchase of a stingray-like device -- one other community mentioned borrowing such a gadget -- but Crump said that's because she didn't specifically ask about them.

"If I had to write the requests it over again, I would,? she said. ?We didn?t realize how big an issue these devices were at the time. We know that there are others purchased by other agencies around the country, mainly from press reports."

The Miami police department, for example, asked Harris for a price quote in 2008. The firm's response is still on the city of Miami's website. A more extensive price list from Harris can be found at this website.?

A spokesman for Harris Wireless said the company didn't comment on clients' purchases and referred questions to Gilbert's Police Department.

The use of fake cellphone towers by law enforcement has caught on outside the U.S., too. Britain's Metropolitan Police, which serves the greater London area and is that nation's largest police force, began deploying similar technology provided by England-based Datong PLC last year, according to The Guardian. The disclosure began a round of debate about civil liberties in Britain.

Matt Blaze, a computer science professor at the University of Pennsylvania and an expert on stingray-like devices, said they are a mixed bag.

"Certainly these devices are powerful surveillance tools that, if misused, have the potential to be quite invasive against the privacy of innocent people," he said.? "But, then again, so do many other law enforcement investigative methods -- physical searches, hidden microphones, informants and so on. The question is how they are used, how often they are used and the oversight mechanisms in place to prevent and detect misuse."

Devices like stingrays are technologically limited in scope, however -- they can only monitor a limited physical area in real time -- so Blaze is less concerned about them than he is the revolving door of data between private companies and law enforcement.

"I'm less worried about law enforcement agencies with stingrays and other targeted surveillance gadgets than I am about location and other kinds of tracking through the carriers, especially when done without strong legal oversight or without probable cause," he said. "While I do worry about abuse of these kinds of electronic surveillance devices, the fact that they are inherently rather targeted in what they can collect acts as something of a built-in safeguard. I'm more concerned, in the long run, about large-scale surveillance capabilities being included in our communications infrastructure."

Still, privacy researcher Chris Soghoian ? who has written extensively on law enforcement use of cellphone technology for surveillance ? said police use of the stingray device is among the most troubling privacy developments in years. Some phone companies allow police officers to use a website to download customers? GPS location data easily, ?from the comfort of their own desks,? he said, and charge as little as $5 for the information. With phone company record access that easy and inexpensive, there?s no need for stingray, he argued.

?The real issue is that this device is about allowing police to perform surveillance when the phone company would say no,? said Soghoian, who is Graduate Fellow at the Center for Applied Cybersecurity Research at Indiana University. ?This is not about saving time and money ? it?s about the fact that there?s no one to insist that the law be followed when a stingray is used.?
